Supplies:
Paint Shop Pro
Animation Shop
Misted Tube
Gradient to match your tube
FM Tile Tools filter - Blend Emboss

Open your mist in PSP. Copy the tube & close the original.
Add a new raster layer. Move this layer to the bottom of your layer palette.
Flood fill with your gradient with these settings:

We are now going to add borders with the following settings:
(choose a light color from your misted tube)

Repeat above but add a darker color from your tube.
Repeat one more time with the light color.
Add another border but this time make it 8 pixels with a medium color.

Use your magic wand to select your last border you added.
Flood fill this border with the same gradient and
settings as your background.

With your selection still activated select an inner bevel to compliment
your tag. I used the settings below:

Select none.

Let's go back to the borders and add the following:
border 1 pixel light color
border 2 pixel dark color
border 1 pixel light color
border 16 pixel with medium color from your misted tube.

Select this last border with your magic wand. Go back to your gradient and
flood fill with these settings:
Angle 0
Repeats 2
Radial Style
Center Point: 50 vertical 50 horizontal

With this still selected we are going to go to your effects browser.
Under your Reflections Effects we are going to select the factory default
for the Kaleidoscope.

Keep this selection active. Now we are going to go to your plugins.
Click on your FM Tile Tools - Blend Emboss and apply these settings:

Add an inner bevel this time using these settings:

Select none.

We are going to finish this part off with 1 more border.
1 pixel with a dark color from your misted tube.

Now is the time to add your watermark and text on separate layers.
Remember to chose your colors & font to match the personality of your
tag. Use your inner bevel & drop shadow as desired.

Merge your layers.

Open your lasso tool with these settings:

Now outline a part of your tag you wish to animate.
Select a focal point.

When you complete your selection duplicate your layer 2 times.
Starting with your top layer add noise at
15% uniform with monochrome checked.
Highlight your middle layer and add noise at
20% uniform with monochrome checked.
Now highlight your bottom layer and add noise at
25% uniform with monochrome checked.
Select none.

Open Animation Shop

Back in your PSP copy your top layer and take it to AS,
copy and paste as a new animation.
Back to PSP to copy your middle layer. Take this layer to AS
and paste it after current frame.
One more time to PSP to copy your bottom layer. Take this one to
AS and paste is after the current frame.

Make sure your frame properties are where you want them
(mine are at the default speed of 10).

View your animation.

When you are happy with your animation apply Optimization Wizard... Save As.

There you have it!
